By changing the urban structure of Tokyo’s ward district into one of a compacted city area combining the concepts of work, live, and play, we believe that people can be freed from the long commutes they must currently endure. The amount of time people could spend as a family unit would be increased, and a rich urban lifestyle where people enjoy a wide variety of city culture and convenience could be realized. Achieving this for the year 2030 is our goal.
As a tangible indicator of compactness, we set the population of Tokyo’s ward district at 11.25 million. This is a population that is roughly 3 million people greater than the year 2000 population of 8.13 million. The number of foreign nationals is set at one million (there were 290,000 in the year 2000), and the number of working people is envisioned to be 7.2 million, almost identical to today’s number. With an increased population and each neighborhood strengthening its distinctive characteristic, “Tokyo Grand Design 2030” paints the picture of a composite and usable urban space which supports 11.25 million people.
